Transforming Justice
The Transforming Justice programme is a Ministry of Justice pilot designed to achieve a substantial reduction in demand in the criminal justice system whilst improving outcomes for local people in Greater Manchester. The objectives of the programme are:
- Reduce crime, reoffending and the wider impact of crime and dependency on society.
- Reduce the number of victims of crime
- Improve working across criminal justice and partners to streamline delivery, reduce duplication and deliver sequenced, integrated interventions.
- Reduce overall demand and cost to the criminal justice system.
The Transforming Justice Team is a multi partnership arrangement with collegaues from:
- GM Centre for Voluntary Organisations (GMCVO)
- Youth Justice Board (YJB)
- Youth Offending Services (YOS)
- GM Probation Trust (GMPT)
- HM Court and Tribunal Services
- GM Police (GMP)
- GM Fire & Rescue Service (GMFRS)
- Association of Greater Manchester Authorities (AGMA)
- HM Prison Service
- National Offender Management Service (NOMS)
- Ministry of Justice (MoJ)
- Criminal Prosecution Service (CPS)

The Ministry of Justice published a Green Paper in December 2010, “Breaking the Cycle: Effective Punishment, Rehabilitation and Sentencing of Offenders” setting out for consultation proposals for fundamental changes to the priorities of punishing offenders, protecting the public and reducing re-offending.
