
Executive Board
The Executive Board is the focal point and the ‘figurehead’ decision making body for sub regional governance in Greater Manchester; in policy areas where the 10 local authorities have agreed it can carry out this role. It consists of the ten leaders of the member local authorities and also representatives of the Greater Manchester Fire and Civil Defence Authority, Integrated Transport Authority, Police Authority and Waste Disposal Authority.
Responsibilities
Other local authorities or joint committees from outside Greater Manchester may also become associate members, subject to the agreement of the Board. Blackburn with Darwen, Blackpool BC, Cheshire East and Warrington Councils currently have this status. Representatives from associate members may attend Board meetings and participate in debates, but not vote. The Chair of the AGMA Executive Board is elected from amongst the 10 leaders who make up the Executive Board and up to 3 Vice Chairs may be appointed from different political groups.
The Executive Board is ultimately responsible for the functions of AGMA as set out in Schedule 1 of the Constitution, including:
• overall responsibility for developing and agreeing the Greater Manchester Strategy;
• monitoring the performance of the Commissions and other partners in delivery of the GM Strategy;
• preparing a Forward Plan outlining key decisions for the next four months;
• overall budgetary and policy responsibility for any devolution/delegation of functions from national or regional levels that to the sub regional level; and
• appointing members to the Commissions and the Business Leadership Council.
Its terms of reference are set out in Schedule 2 of the Constitution.
The Executive Board currently meets on the last Friday of every month. Its meetings are public, and tend to rotate around the 10 Districts. The meeting schedule can be viewed form the publications section of this page.
Committees
Sub Committees
Unlike Commissions, sub Committees of the Executive Board are formed of one elected member representative from each full member AGMA Authority.

Statutory Functions Committee.

Democratic accountability and scrutiny
AGMA’s governance arrangements are designed to ensure that they have a thread of democratic accountability running throughout them. This is achieved by:
- requiring Executive Board members taking the decisions to be accountable for them within their own authority’s scrutiny arrangements;
- giving any of the ten ‘sovereign’ authorities the opportunity to raise issues at the sub regional level or question decisions taken at that level; and
- putting in place separate independent scrutiny arrangements for the sub regional governance function, carried out by elected members drawn from across the ten authorities.
The Protocol for scrutiny arrangements is set out in Schedule 4 of the Constitution. This essentially provides for an AGMA Scrutiny Pool consisting of local authority members. This has the power to call in non-urgent Executive Board decisions. At present the Scrutiny Pool meets two weeks after each Executive Board meeting.

Officer groups
Below the Executive Board and the Commissions are a number of officer groups. These include:
• Wider Leadership Group – consisting of the Chief Executives from the 10 local authorities plus similar level representation from Police, Fire, Health and Commission for the New Economy.
• Strategy Management Group – consisting of lead officers supporting each of the Commissions. It is responsible for ensuring the Commissions’ work programmes are joined up.
• Business Management Group – consisting of senior officers from the 10 local authorities (at Chief Officer level; most having some kind of corporate responsibility) and other partners (mirroring the Wider Leadership Group). It is responsible for developing an AGMA performance framework and for operational issues.
• Other officer groups supporting the work of one or more commissions.
