Learning for Living and Work Pilot
Local Authorities in the North West, through their Directors of Children’s Services, were invited in October by the Regional Director of the YPLA to be involved as ‘test’ authorities in the national development of the Learning for Living and Work (LfLW) Framework. This aims to develop a new assessment and funding framework for learners with learning difficulties and disabilities (LLDD), integrating existing systems and funding streams. The new framework has already been tested in the East of England region and the YPLA, with the Local Government Association, wishes to develop the system further through testing across a range of Local Authorities.
Concurrent with this invitation, representatives from the Greater Manchester Sub-Regional Group had met with Department for Education officials and the Young Peoples Learning Agency's Chief Executive, Peter Lauener, to discuss the possibility of a Greater Manchester pilot of the Framework. Set in the context of the Greater Manchester Combined Authority, this pilot would provide an opportunity to test the Framework across a unique spatial area and to develop strategies to plan provision for Learners with Learning Difficulties and Disabilities (LLDD) ahead of other areas in the country.
