Greater Manchester Community Budgets


Manchester has a history of innovation and change. Now is the time to grasp a new way of working together to make a positive difference to people’s lives.


Greater Manchester is one of four national pilot areas for Whole Place Community Budgets.  The Community Budget initiative aims to improve outcomes and reduce public spending through joint working across the public, private, community and voluntary sectors. For more information click here


Joined up delivery will reduce duplication and deliver co-ordinated services to Greater Manchester residents and help to meet the challenging spending reductions and increasing demands facing the public sector.


Why Greater Manchester?


Greater Manchester has a strong history of working together to deliver large-scale change. With the establishment of the first statutory Combined Authority and the innovative £1.2bn City Deal announcement in the 2012 Budget we are ideally placed to lead the development of new models of public service in this climate of spending reductions.


Across Greater Manchester public services are delivered to 2.6m residents by many organisations.


The public sector in Greater Manchester has had to make 25-30% savings over recent years and there is likely to be further savings to come. Added to this we have had significant increases in demand for services.


To meet this challenge and continue to meet the needs of its residents Greater Manchester needs to transform the way it delivers services to:

  • Reduce the high levels of dependency and demand for public services
  • Continue to promote growth, connecting people to opportunities and jobs and improve skills
