
Improvement & Efficiency Commission
On behalf of the AGMA Executive Board the Improvement & Efficiency Commission will:
• Lead the improvement of value for money public services, collectively and within individual Councils and partners for the mutual benefit of our customers and communities
• Support the City Region and Regional agenda by developing collaborative ways of working, which are both ambitious and inclusive, realising efficiencies and transforming the way we do business
• Create a culture within AGMA and our partners of openness, trust, generosity and support, to improve outcomes for our communities.
Collaborative Efficiency Programme
Background
The Collaborative Efficiency Plan was launched in October 2008, the plan identifies 10 priority service areas within AGMA with the potential to work collaboratively and realise substantial savings using the four stage maturity model:-
Stage 1 – Preparation – Data Gathering
Stage 2 – Collaborative Improvement
Stage 3 – Partial Collaborative Delivery
Stage 4 – Extensive Collaborative Delivery
The ten priority service areas identified are:-
Adult Social Care Children’s Services Customer Contact
Collaborative Insurance IT Platform and Infrastructure Social Transport
Transactional HR Transactional Finance Workforce Development
Vehicle Procurement Management and Maintenance (VPMM)
This Plan is a statement of intent which outlines an innovative and ambitious programme for delivering efficiencies and service improvements. It provides a unique opportunity for a ‘step change’ in the approach to collaboration and if delivered successfully could have the potential for delivering substantial efficiencies and service improvements.
Local authorities are transforming their services to meet the ever increasing expectations of local communities and the Government. To meet these challenges there is an expectation and requirement for greater collaboration across authorities to potentially secure substantial savings across boundaries and across services.
AGMA Collaborative Services Group (CSG), in rising to these challenges set themselves an ambition to:
‘Seek to secure substantial efficiencies through collaboration in service improvement and procurement’
To achieve this ambition, they identified three areas where they could make maximum impact:-
Focus on areas with significant spend and impact
Secure performance improvement through best practice
Make a breakthrough in joint procurement
In January 2008, the Collaborative Services Group commissioned Deloitte to undertake a high level scoping study. This work led to the production of the Greater Manchester Collaborative Efficiency Plan (GMCEP) which was launched in October 2008.
CSG has been established since June 2005 and has overall responsibility and accountability for the development and implementation of the GMCEP including within their own authorities.
Commission Membership
The Commission is made up of Elected Members from each of the ten Greater Manchester Authorities whose portfolio is the improvement and efficiency agenda. The nominated chair for 2009/10 is Councillor Bernard Priest from Manchester City Council. The Commission meets on a quarterly basis.

AGMA Organisational Development Group
To support the Executive Board and AGMA in delivering the GM Vision there are a variety of capacity building and change programmes within AGMA delivered in the main through the AGMA Organisational Development Group.
The AGMA Organisational Development Group meets bi-monthly and is comprised of organisational development officers from each AGMA authority across the city region.
